B. glue-down parquet applications that require the use of pva adhesives are not recommended over existing sheet vinyl or vinyl and cork tile flooring unless an underlayment is put down first. underlayment should be in accordance with adhesive and/or flooring manufacturer's recommendations.. As far as installing over an old hardwood floor, this is an acceptable alternative according to nofma/nwfa if done correctly. as far as parquets, it depends on the type of parquet. if the parquet is a solid, it probably is not a good candidate for installing a nailed down floor..
